Description:The VHA Office of Research and Development (ORD), in partnership with the VA Office of Information & Technology (OI&T), is currently in the process of establishing the Veterans Informatics, iNformation, and Computing Infrastructure (VINCI) . VINCI will provide a centralized secure system to analyze multi-site data, establish an environment to develop new methods to perform multi-site studies, as well as develop new approaches to safeguard the privacy and security of data used in research. There are six primary components to VINCI:

a. Establish National Research Infrastructure - Establish a High Performance Computing (HPC) environment and research database capability that will be used for multi site research projects that are in close alignment with the Corporate Data Warehouse (CDW);

b. Develop New Data Security & Privacy Capabilities- Develop new and improved methods to protect the security and privacy of VINCI data used in the research environment;

c. Develop Remote Data Access & Analysis Environment-Develop and implement methods for researchers to perform research remotely with VINCI data without removing data from VINCI system;

d. Prepare for Future Research Activities- Develop and implement methods to extract or create non-systematized data such as text, genomic, and images;

e. Partner With Non-VA Entities - Explore scientific computing and very large database partnership opportunities with the Department of Defense, Health and Human Services (e.g. CMS), and other relevant parties.

f. Provide scientific programming support - Create processes and provide development resources to support the scientific agenda of VINCI and the Consortium for Healthcare Informatics Research (CHIR).
Duties:The successful candidate will be working within a multi disciplinary team, creating, accessing, managing and analyzing VA and non-VA data. Typical job requirements for this position include:
1. Ability to perform data management and data manipulation using standard database and statistical analysis tools such as SAS, STATA and relational database tools such as MS SQL Server, and Access.

2. Ability to perform ETL operations using tools such as MS SQL Server SSIS.

3. Ability to Devise methods and procedures for collecting , formatting and preparing data for statistical analysis and maintaining datasets and records of research data from a variety of data sources including, but not limited to: Veterans Affairs, Utah Department of Health, and University of Utah.

4. Familiarity with data security and data privacy issues/policies and adherence to these practices in manipulating, preparing, disseminating, and analyzing study data.

5. Ability to communicate information to a wide variety of scientific and non-scientific personnel both within and outside the organization.

6. Ability to manage the delivery of high quality data from project start-up and planning to project execution and project closeout on several projects.

7. Ensure consistency, accuracy, and adherence to VA regulations and policies.
Qualifications:1. BS in Computer Science, Medical Informatics, Statistics or a closely related field.

2. At least 4 years of experience as a database programmer or manager working with MS SQL Server and SSIS or other database and ETL tools.

3. Experience with data mining and statistical analysis tools and methodologies. Working knowledge of MS SQL Server Analysis Services, SAS, STATA or similar packages.

4. Strong database design and modeling experience.

Preferences
1. Familiarity with VA data.
2. Clinical data management, informatics or public health experience
